Abstract
The group's charter was approved by the DATA Board in April 2020. This framework aimed to standardize data collection, storage, and sharing across USAID's various programs and partners. In May 2020, ADS 579 Development Data was circulated to raise awareness about the importance of data management in development projects. The document emphasized the need for accurate and reliable data to inform decision-making and evaluate program effectiveness. A plan was also developed to improve data literacy and data skills among USAID staff and partners. A comprehensive assessment of data literacy and data skills was conducted in June 2020. The assessment identified gaps between current and required data skills, and a performance plan was developed to address these gaps. The initial assessment also documented the current state of data and related data infrastructure across USAID. The first three Data Literacy curriculum modules were piloted, covering topics such as identifying and assessing existing data sources, collecting new data, and cleaning and structuring data. To facilitate data sharing and collaboration, draft data sharing agreements were developed between agencies and partners. A tiered access model was implemented to support secure and controlled data sharing. The methodology for conducting a risk assessment for open data candidates was also developed. Guidance and templates for data management planning were created for USAID partners, and training was initiated to support the implementation of these new data management practices. The development of a comprehensive data management framework and the implementation of data sharing agreements and training programs aimed to improve data quality, reduce data-related risks, and enhance the effectiveness of USAID's development programs.
