The Power Africa Data and Technical Support Services (DTS) Task Order was awarded to ECODIT on October 16th, 2019, to take over the database management and other technical tasks previously performed under the USAID Power Africa Transactions and Reform Program (PATRP).

Abstract
The DTS program provides a critical bridge and programmatic continuity for a number of priority data reporting and management functions, as well as technical services not covered under other Power Africa mechanisms. The work plan was developed in consultation with a number of Power Africa stakeholders, including the Task Order Contracting Officer's Representative (TOCOR), the Power Africa Partnerships Office (PAPO), the Program Office and Monitoring and Evaluation (M&E) Team, Power Africa Implementing Partners, and TOCORs from other Power Africa Projects. The detailed work described below groups services, tasks, and activities by the Task Order components, and makes every attempt to clearly articulate the who, what, where, and when for anticipated work under this Task Order. The DTS program objectives are aligned with the following overarching program objectives, as required by USAID: 1) Provide strategic and technical support for the advancement of Power Africa's 2.0 strategy; 2) Co-develop and co-lead technical and capacity-building assistance relevant to deal support for all transactions and team programs; 3) Assess performance and progress toward established Power Africa targets, particularly related to energy generation transactions, but also including targets associated with connections, transmission, and enabling environment; 4) Ensure that the data, information, and analysis related to transactions activities, programs, and Quality Assurance Surveillance Plan (QASP) are accurate, consistent, and timely; and 5) Provide strategic information technology (IT) and data support to enhance Power Africa's data management needs and ensure compliance with USAID's Chief Information Officer (CIO) and federal rules and mandates. The DTS program will focus on seven key tasks: Task 1: Power Sector Technical Support and Advice; Task 2: Power Africa Relationship Management; Task 3: Power Africa Data Management and Reporting; Task 4: Database Management; Task 5: Strategic Information Technology and Data Support; Task 6: Power Africa Transaction Advisory Support to the African Development Bank; and Task 7: Energy Sector Technical Assistance Support. These tasks will be performed in consultation with Power Africa stakeholders and will be sequenced by month to ensure alignment of expectations and resource allocation throughout the year. Task 1: Power Sector Technical Support and Advice will provide strategic and technical support for the advancement of Power Africa's 2.0 strategy, while Task 2: Power Africa Relationship Management will co-develop and co-lead technical and capacity-building assistance relevant to deal support for all transactions and team programs. Task 3: Power Africa Data Management and Reporting will assess performance and progress toward established Power Africa targets, and Task 4: Database Management will ensure that the data, information, and analysis related to transactions activities, programs, and QASP are accurate, consistent, and timely. Task 5: Strategic Information Technology and Data Support will provide strategic IT and data support to enhance Power Africa's data management needs and ensure compliance with USAID's CIO and federal rules and mandates. Task 6: Power Africa Transaction Advisory Support to the African Development Bank will provide technical assistance to the African Development Bank, while Task 7: Energy Sector Technical Assistance Support will provide technical assistance to the energy sector. The DTS program will sequence key milestones, deliverables, and outputs by month for the upcoming year, to help align expectations and ensure that the DTS program is prepared to allocate resources throughout the year. Where known and understood, risks are clearly articulated and mitigation activities are proposed.
