The Market Liberalization and Electricity Trade Program (MLET) is a five-year initiative funded by the United States Agency for International Development (USAID) to improve the Armenian electricity market and support electricity trade with Georgia.

Abstract
The program aims to help the Ministry of Energy Infrastructures and Natural Resources (MEINR), the Public Services Regulatory Commission (PSRC), and energy institutions adopt legal-regulatory reforms and accelerate the implementation of market liberalization mechanisms. During the second quarter of the program, which spanned from July 1 to September 30, 2018, MLET made significant progress in mobilizing key personnel and completing management deliverables. The Chief of Party (COP), Dr. M Boyd, arrived in Yerevan on August 5 and conducted meetings with MEINR, PSRC, System Operator (SO), and Market Operator (MO) to discuss the program's objectives and activities. The program also completed several technical deliverables, including the submission of the Year One Work Plan on August 6, which outlined the program's activities and deliverables for the first year. The work plan was reviewed and discussed with the USAID Armenia Sustainable Development Office team on August 22, and subsequent revisions were submitted on August 30 and September 5. In addition to completing the work plan, MLET also submitted several other management deliverables, including the Branding Implementation and Marking Plan on September 5 and the Monitoring, Evaluation, and Learning Plan on September 18. The program also concluded sub-contracts with DecisionWare Group (DWG) and the Scientific Research Institute on Energy (SRIE) for carrying out the Least Cost Energy Development Plan (LCEDP). MLET also made progress in mobilizing key personnel, including the Senior Electricity Market Design Specialist (EMDS) Nikos Tourlis, who arrived in country on September 23. The program also filled local office positions for Translator and Administrative Assistant, with the Translator starting work on September 3 and the Administrative Assistant starting on September 10. The program's accomplishments during the second quarter were significant, with the COP and DCOP meeting with key counterparts, including MEINR, PSRC, MO, and SO, to discuss the program's objectives and activities.
