Abstract
This can be achieved by leveraging existing assets, addressing constraints, and defining key steps that leaders and citizens of the region can take to transform the shared vision of prosperity into reality. The LREB has sectors and pillars that form the basis for discussions on current developments and projected aspirations. To track these developments, a central LREB Data Centre is proposed to collect and measure indicators over time. The LREB Data Centre will constitute trained staff who can collect and collate data from various sources, computers for data conversion, and a website for hosting the data. Data will be organized so that users can extract indicators by LREB pillar and sector. An open data policy will be drafted to encourage individual data collectors to populate the database with more data. The Centre will also have a website where reports and interactive graphs will be stored, and regular updates will be provided online to users. The development of the LREB Data Centre will involve several steps. The first step is to ascertain data needs, which will include deliberations with pillar heads on indicators of interest for regular reporting. This will be preceded by a desk review conducted by the MU-LISA team, with an expected output of a policy brief on LREB data needs by January 31st, 2021. The second step is capacity building, where select staff at LREB will be trained on the data process to ensure data of integrity is collected. This is expected to be attained by July 2021. The third step is a pilot, where one pillar will be selected and used to pilot the data collection tools and set up the Data Centre using data that can easily be accessed from one county. The LREB Data Centre will be designed to be robust, with users able to subscribe and receive messages upon edit of data. Sensitive data will be restricted from public access, and users will be required to detail the exact data they want, purpose, and clearance from regulating bodies before being allowed to access it. County representatives will be allowed to access and develop data products, while MU-LISA will be responsible for conducting data analysis for LREB as a whole on a regular basis. The Centre will ensure regular updates of reports are provided online to users. Data users will be given a chance to subscribe to regular newsletters about the data at a fee. In addition, select data will be given out at a modest fee. The LREB and MU-LISA will collaborate with other development partners to continuously collect data for the LREB Data Centre. This will ensure the Centre's sustainable continuity beyond the project.
