Abstract
Outputs for the MPEA planning specialist include proposing and establishing systems to improve coordination, formulating a multi-year, multi-sector rural development program, and developing a system encompassing forward-looking appraisal and evaluation of all rural development projects. The 1972-76 plan issued in late 1971 will be refined continually with attention to the costs and benefits of different investment opportunities, changing production and marketing conditions, equipment for trained manpower, and available market outlets. Multi-year plans will be formulated for each sector to ensure continuity of collection and analysis of data. Data will be collected and coordinated quarterly on production, output, and other relevant factors. The lending agencies, including the World Bank and other international lending agencies, will provide adequate preparation for project or sector loans. The 1971-72 agricultural census will be used as a basis for the plan.
