Abstract
The study aimed to identify areas of improvement and provide recommendations for strengthening public expenditure management in the health sector. The review employed a Public Expenditure Management Review (PEMR) methodology, which involved stakeholder engagement, survey methods, preparatory work, sampling and data collection, data processing and analysis, and implementation challenges. The study collected data from various sources, including government officials, health facilities, and local communities. The main results of the study indicate that Nasarawa State has a complex health expenditure system, with multiple stakeholders involved in the planning, budgeting, and execution of health programs. The study found that the state's health budget is allocated primarily to recurrent spending, with a significant portion going towards personnel costs. The study also found that there is a lack of transparency and accountability in the health expenditure system, with limited information available on budget execution and utilization. The study identified several challenges in the health expenditure system, including inadequate budget planning, poor budget execution, and limited capacity of local government authorities to manage health programs.
