Action memorandum from the Assistant Administrator, Bureau for Asia and Near East [: ANE regional human rights project (398-0280) - authorization]

In accordance with A.I.D. Policy Determination 12, the project will encourage such activities as: (1) research on and discussion of civil and political rights; (2) adherence to the rule of law through a legal framework conducive to civil and political rights; (3) free and democratic electoral systems; (4) the development of democratic principles and institutions that promote human rights; (5) the development of human rights organizations; and (6) increased access of women and ethnic groups to judicial systems and political processes. Emphasis will be placed on activities: that will have a positive rather than adversarial influence on governmental human rights policies; that originate in the host countries themselves and directly involve the people of those countries; and that are proposed by private indigenous groups.
