Abstract
The forum aimed to strengthen local government networks and promote effective implementation of integrated coastal management (ICM) in the Coral Triangle region. The event was organized by the US Agency for International Development (USAID) and supported by the Coral Triangle Initiative (CTI) Regional Secretariat. The forum brought together local government officials, resource persons, and participants from the Coral Triangle region, including Indonesia, Philippines, Solomon Islands, and Papua New Guinea. The event featured a series of sessions, presentations, and interactive exercises that focused on key themes such as ICM, local threats and management interventions, and integration of initiatives with the CTI goals. On Day 1, the forum began with opening and introductory discussions, which highlighted the importance of local government networks in promoting effective ICM. The Regional Secretariat presented an overview of the CTI and its goals, while Indonesia, Philippines, Solomon Islands, and Papua New Guinea shared their experiences and challenges in implementing ICM. Session 1 introduced the Coral Triangle and the CTI, highlighting the importance of local government in promoting effective ICM. Session 2 focused on local threats and management interventions, while Session 3 introduced integration, aligning initiatives with the CTI goals. Participants engaged in an interactive exercise to assess the integration of their initiatives using the Integration Guide. On Day 2, Session 5 featured the Balanga City ICM Program, which highlighted the importance of community-based ICM. Session 6 focused on local government networks and private sector participation in ICM implementation, with presentations from the PEMSEA Network of Local Governments for Sustainable Development and the Bataan (Philippines) Experience. Day 3 featured Session 7, which focused on the Local Management Program (LMP) General Assembly. Session 8 highlighted good ICM practices in the Coral Triangle, while Session 9 focused on tools and resources for effective ICM implementation. Session 9a emphasized the importance of local government network priority-setting. On Day 4, Session 10 featured a panel discussion on alliance building, with presentations from the VIP Experience, the Post-CTI Mayors Roundtable 2011, the Local Government Alliance Network, and the Indonesia Experience. Session 11 focused on the CTI Roadmap and Calendar of Activities for 2013, while Session 12 finalized the agreement for the CTI LGN. The forum concluded with Session 13, which emphasized commitment to local action, and Session 14, which featured the signing of the agreement and closing remarks. The event was attended by 73 participants, including local government officials, resource persons, and participants from the Coral Triangle region. The CTI-CFF Local Government Network Forum aimed to strengthen local government networks and promote effective ICM implementation in the Coral Triangle region. The event provided a platform for local government officials to share their experiences, challenges, and best practices in implementing ICM, and to commit to local action in promoting effective ICM in the region.
