Abstract
This policy aims to establish a framework for sustainable development in the department. The update involves analyzing and comparing regional and national environmental management instruments, including the Agenda Ambiental del 2004, Plan de Acción Ambiental Regional 2003-2011, and Diagnóstico Ambiental. The Agenda Ambiental del 2004, Plan de Acción Ambiental Regional 2003-2011, and Diagnóstico Ambiental were developed in 2004 through a participatory process, which identified the region's environmental priorities, objectives, and indicators. However, these instruments are now outdated and need to be updated and validated. The update aims to align regional environmental management instruments with national policies and procedures, such as the Plan Nacional de Acción Ambiental 2012-2021 and the Agenda Ambiental Nacional 2012-2013. The Government Regional of San Martín has established a system of environmental management, which includes the Autoridad Regional Ambiental (ARA) as one of its decentralized organs with technical and administrative autonomy. The ARA is responsible for attending to sectoral functions related to natural resources, protected areas, environment, and territorial ordering. The update of the regional environmental management instruments aims to establish a framework for sustainable development in the department, which is in line with national policies and procedures.
