Abstract
The objective was to develop a proposal for a Strategic Institutional Plan (PEI) and an Operational Institutional Plan (POI) that incorporates climate variability and change using the guidelines established by the National Center for Strategic Planning - CEPLAN in the framework of the SINAPLAN (National System of Strategic Planning). The project began in 2018 with the organization of workshops for the strengthening of knowledge and capacities, directed at officials and/or specialists of the Provincial Municipality of Concepción, with the objective of transversalizing climate variability and change in the strategic planning process at the local level. A training module was developed, taking as reference the National Plan for Capacity Building in Climate Change, the CEPLAN guidelines for the formulation of institutional planning issued in 2017, and the proposal for a methodological guide for the transversalization of the environmental approach (including climate change) in strategic planning, institutional, and operational elaborated by the MINAM. The training module is designed to be used by authorities, officials, and specialists of local governments with the aim of incorporating climate variability and change in the formulation of institutional and operational plans. The module is structured in two units, the first of which provides information and scope on basic concepts associated with climate change and its connection to planning, while the second unit works on the process of formulating the Institutional Strategic Plan (PEI) and the Operational Institutional Plan (POI). The project also involved the development of a proposal for a PEI and POI that incorporates climate variability and change in the Province of Concepción, using the methodological guide for the transversalization of the environmental approach in strategic planning, institutional, and operational. The proposal was developed with the leadership of the Planning Management of the Provincial Municipality of Concepción and the participation of the line managers and officials of the municipal corporation. The PEI has been elaborated with the support of the project Cuencas Climáticamente Resilientes Chinchiná Colombia, Mantaro Perú, executed by CIIFEN, financed by USAID; having as the main reference framework the Strategic Plan for National Development to 2021, the National Strategy for Climate Change, the Regional Strategy for Climate Change of the Region Junín, and its Implementation Plan, and the Concerted Development Plan of the Province of Concepción to 2023, among other management instruments. The project aimed to strengthen the capacities of officials and specialists of the Provincial Municipality of Concepción to incorporate climate variability and change in the strategic planning process at the provincial level. The project also aimed to develop a proposal for a PEI and POI that incorporates climate variability and change in the Province of Concepción, using the methodological guide for the transversalization of the environmental approach in strategic planning, institutional, and operational. The project involved the analysis of documents, diagnosis of the situation through the analysis of weaknesses, strengths, opportunities, and threats, and the formulation of strategic purposes and actions aligned with the institutional strategic objectives. Finally, a Strategic Route was proposed, prioritizing the strategic objectives and actions. The POI is a municipal management instrument of short-term planning (annual period), which contains the programming of activities and/or projects of the different organic units that make up the Municipality, to be executed during the year. This will allow prioritizing, organizing, and programming the activities and projects of the Municipality.
