Abstract
PES covers the period 10/83-3/85 and is based on an attached mid-term evaluation (XD-AAS-309-A). The project is making a significant contribution to the development and training of personnel in the Ministry of Agriculture and Water Development (MAWD) and, based on its early success is looking for ways to enhance the progress of institutional changes partly responsible for that success. Farmers have cooperated well, and adoption of the new technologies produced by the project is evident through the amount of new maize, sunflower, and soybean seed that is being utilized by small scale producers. Action decisions are to: (1) fill the vacant Economist position on the Central Province Adaptive Research Planning Team (ARPT); (2) initiate a policy for replacing project vehicles - heavy duty 4-wheel drive vehicles are recommended for field use - at 2 years or 80,000 km, whichever comes first; (3) provide home office administrative consultancy for University of Illinois field operations; (4) initiate a new TA position in soybean plant pathology (mycologist) for the remainder of the Phase I project; (5) link provincial subject matter specialists to ARPT in Central Province; (6) extend the microbiology position at least through the end of Phase I; (7) provide short-term extension TA to ARPT and the Provincial Agricultural Officer in Central Province for guidelines on integrating subject matter specialists; (8) explore feasibility of transferring inoculum production from MAWD to the private sector; (9) review and refine the training and commodity procurement plans for the remainder of Phase I; (10) draft basic training and commodity procurement plans for Phase II, to be refined and elaborated during Phase II Project Paper development; and (11) conduct a terminal evaluation of Phase I in the latter part of year four.
