Abstract
Individual chapters deal with an overview of A.I.D. policy programming, ways to diagnose key policy problems affecting agriculture, development of A.I.D. responses to policy problems and the policy dialogue, and how to develop projects to build analytic capacity and programs to support policy reform. The Manual is intentionally brief and makes extensive use of checklists to highlight special concerns raised by policy programming. A central argument of the Manual is that effective policy programming requires the mission to reach beyond the Ministry of Agriculture (MOA) in policy dialogue and reform activities, considering policies over which the MOA has little or no control, but which have potentially large impacts on agriculture and rural people.
