Grant is provided under the Special Initiatives Project to Save the Children Federation (SCF) to manage emergency humanitarian activities for vulnerable groups (children, the elderly, pregnant and lactating women, and refugees) in the Caucasus regions of Armenia, Georgia, and Azerbaijan, where the disintegration of the Soviet Union has led to major economic and social breakdowns.

Abstract
SCF will support a cluster of PVOs/NGOs which will provide humanitarian assistance in such areas as food/nutrition, water/sanitation, health (medicines, vaccines, maternal/child health care, and elderly care), winterization/heating/energy, and assistance to refugees and displaced persons. Targeted groups comprise about 4 million persons in all, including about half the general population of Armenia, 25% of those in Georgia, and some 500,000 refugees and displaced persons in Azerbaijan. Particular attention will be given to assisting these groups through the 1993-1994 winter, after which SCF will seek to facilitate a transition from relief to development assistance, by providing TA in program planning and management to participating PVOs/NGOs. In general, SCF"s major responsibilities under the grant will be to: serve as a clearinghouse to mobilize U.S. interest in and resources for the program; serve as a conduit for USAID and other USG resources, providing subgrants as appropriate; coordinate PVO/NGO activities, and all aspects of procurement and logistics; provide TA and information to PVOs/NGOs and help them to draft proposals; collect and analyze epidemiologic and nutritional information; and develop a data base on vulnerable groups.
