Grant to the Salvadoran Center for Technological and Scientific Research (CENITEC) to strengthen the democratic process in El Salvador by expanding its program of research on political, economic, and social topics and establishing an outreach and dissemination program which involves a broad and representative cross section of the country.

Abstract
CENITEC will carry out research on selected contemporary issues, such as the evolution of the democratic process, constraints to economic development, and other special issues affecting society. It will also promote discussion of such issues via two formats -- bi-weekly meetings of a permanent team of recognized professionals from the legislature, the executive government, unions, business associations, and the military, and bi-weekly and monthly seminars for persons from all segments of society. Finally, CENITEC will disseminate the results of the studies and seminars though its quarterly journal, newsletters, and other public outreach activities.
