Abstract
CAEM will provide policy analysis and support for reforms that create a more open and private sector-oriented trade and investment regime. Identification of these reforms will be based primarily on a study of constraints to increased trade and investment completed for USAID in June 1992 (PN-ABP-933). CAEM will work closely with the Ministry of Economy and the Guild for Nontraditional Product Exporters (the Gremial) to avoid duplication of efforts. To facilitate Central American economic integration, a key step in access to the U.S. market, CAEM will provide TA and training, and participate in regional and bilateral free trade negotiations and conferences on integration. CAEM will also provide TA, training, and coordination assistance to promote privatization of public facilities such as highways, ports, railroads, and electric and water utilities. Finally, CAEM will work with the Ministry of Labor and the Gremial to improve labor relations.
