Project to strengthen the institutional capacity of the National Association of Partners of the Americas (NAPA) to promote the growth of democracy in Latin America and the Caribbean by strengthening its partnership organizations and promoting the development of indigenous volunteer organizations.

Abstract
NAPA will use the grant to improve its capacity to provide: (1) TA and training to its employees and its partnerships in the areas of planning, management, evaluation, and self-financing; (2) TA from partnership volunteers; (3) greater access to small grants for community development; (4) effective communication between NAPA and the partnerships; and (5) an effective monitoring and evaluation system. Beginning in the Eastern Caribbean and moving on to Central and South America, NAPA will conduct a phased series of workshops and training programs to upgrade the skills of its staff members and key officers and of volunteers in the north/south partnerships. Quantitative targets include: 28 project planning and evaluation workshops; 720 TA exchanges; 100 TA visits to the partnerships; 26 newsletters; and 80 small grants averaging $2,875.
