Abstract
The program will be implemented in 40 communities with a total beneficiary population of 35,000. CARE will coordinate the construction of approximately 30 boreholes and 10 shallow, hand dug wells equipped with hand pumps, as well as 320 improved pit latrines; community labor will be used for the dug wells and the pit latrines. Water needs and baseline sociodemographic surveys of all potential sites for new water points will be completed prior to implementation. In addition, CARE will establish pilot user fee systems, as well as a water quality, water source conservation, and environmental impact monitoring system for each water point. All water supply activities will be preceded by a community participation and education program, which will include formation and training of community water and health committees and training of 160 community water source caretakers. In implementing the project, CARE will cooperate with and in some cases provide training to PRONAR (the National Rural Water Supply Program), EPAR (Provincial Rural Water Supply Workshops), and Agua Rural.
