Grant is provided under the Support to Tertiary Education Project (6740309) in South Africa to the Israeli Center for International Cooperation (ICIC) to conduct a community development, labor union management, and empowerment training program for approximately 765 disadvantaged black South Africans.

Abstract
The program, which is an ongoing activity, will be implemented in cooperation with the Israel-based Afro-Asian Institute of Histadrut (AAI) at the AAI training center in Tel Aviv. Each AAI course (3 per year for 3 years) will bring together about 25 black community and trade union representatives for training in program development, cooperatives, trade unionism, and community organization for a total of 225 trainees. Classroom work will be supplemented by field studies throughout Israel, e.g., in Kibbutzim, trade unions, the health insurance system, the youth and women"s movements, and self-help projects that are assisted by Israeli cooperatives and/or trade unions. Course participants will then independently design a project for their institutions in South Africa. In addition to the AAI program, 540 black South Africans will be trained in South Africa via various workshops. Finally, ICIC will work to establish a South African NGO which will become a subgrantee of ICIC for implementation of South Africa-based activities.
