Abstract
The project, part of the Cambodian PVO Humanitarian Assistance Program initiated by USAID in 1990, will be implemented by Private Agencies Collaborating Together (PACT) in conjunction with the Cambodian Network Council (CNC) and United Cambodian Students of America (UCSA). The project will recruit 25 outstanding representatives of the Cambodian-American community. Most of these volunteers will be assigned to work with one of the international NGOs active in Cambodia in providing training and TA in such areas as health, economics, engineering, agricultural extension, fine arts, and teacher training. Depending on the skills of the volunteer, he/she will participate directly in technical training, English-language instruction, or administrative support services. CANDO will also work with the Ministry of Education to identify placement opportunities in postsecondary educational facilities; special efforts will be made to increase the number of high-quality, English language trainers in Cambodia, especially in Phnom Penh and Battambang. Volunteers may also receive assignments with indigenous NGOs; initial efforts will focus on supporting the five indigenous NGOs already existing: Khemara (a women"s group); three human rights organizations; and the Buddhism for Development Project.
