Abstract
The KHRC, the International Commission of Jurists (ICJ-K), and the Law Society of Kenya (LSK) have formed a committee known as Citizens Coalition for Constitutional Change (CCCC) for the purpose of drafting a model constitution and promoting public discussion on the need for a new constitutional order in Kenya. Under the present project, the CCCC will work with religious groups, the media, NGOs, and educational institutions to implement a program of civic education on the constitutional process, covering basic human rights; constitutional provisions and the law affecting the various communities that are predominantly peasant; basic elements of governance, transparency, and accountability; and solidarity-building through cultural activities, including song, dance, and popular theater. The CCCC will also sponsor workshops to discuss specific constitutional issues such as land rights. Quantitative targets under this project are to: (1) publish 10 booklets on 10 major features of the proposal for a model constitution; (2) commission a play with a theme reflecting the need for a new constitution; and (3) produce 1,000 brochures, posters, car stickers, badges, key holders, quarterly calendars, and cartoon illustrations for the purpose of popularizing constitutional change. In addition, CCCC staff will attend, in each of Kenya"s provinces, at least one seminar organized by other organizations on constitutional issues. In addition, the CCC will complete two workshops on key constitutional issues for religious groups, academics, students, politicians, business people, donors and other segments of the Kenyan population. Resulting recommendations will be incorporated into the model constitution.
