Abstract
TAF will train approximately 250 lower court personnel (island and land magistrates, justices of the peace, and court clerks). The 2-week training sessions will focus on substantive as well as procedural aspects of law and the management of court and case flow issues. Programs will be tailored to each island nations" judicial system and involve 20-30 participants per session. Videotapes will be shown of relevant judicial practices and procedures. The larger goal of the project is to encourage the development of the democratic process by supporting the growth of a judicial system that is effective, fair, and responsive to the needs of its citizens. The program complements TAF judicial training programs with higher courts in the region.
