Abstract
The 2050 Strategy aims to develop a long-term vision for the Pacific region, with a focus on good governance, human rights, and sustainable development. PROJECT Governance is aligned with the 2050 Strategy to ensure its successful implementation. The project is led by SPC, with the support of the Blue Pacific Alliance, a partnership of implementing agencies including CARE, East West Center, IFES, and USAID. The project has a strong focus on capacity building, with a particular emphasis on strengthening the capacity of National Human Rights Institutions (NHRIs) in the Pacific region. NHRIs are state-mandated bodies responsible for protecting and promoting human rights at the national level. PROJECT Governance has a strong geographic focus, with a particular emphasis on the Pacific Island Countries of Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Solomon Islands, Tonga, and Tuvalu. The project is also aligned with the Pacific Roadmap on Gender Statistics, a guiding framework to support the generation of quality, relevant, and timely gender data in the Pacific region. The project has a strong focus on monitoring, evaluation, and learning, with a comprehensive MEL Plan in place to track the success of the project. The MEL Plan includes a combination of standard USAID indicators and custom indicators, with a focus on measuring the impact of the project on good governance, human rights, and sustainable development. The project has a strong partnership with the Office of the High Commissioner for Human Rights (OHCHR), with a tripartite agreement in place to support the establishment and strengthening of NHRIs in the Pacific region. The project also has a strong focus on capacity building, with a particular emphasis on strengthening the capacity of civil society organizations (CSOs) in the Pacific region. The project has a strong focus on implementation, with a particular emphasis on supporting the implementation of the 2050 Strategy and the Pacific Principles of NMIRFs. The project is also aligned with the Paris Principles, international minimum standards for effective and credible NHRIs. The project has a strong focus on people-centred approaches, with a particular emphasis on bringing together the normative frameworks of a Human Rights-Based Approach and a People-Centred Approach. The project has a strong focus on geographic context, with a particular emphasis on the Pacific Island Countries. The project is also aligned with the Pacific Data Hub, a central repository of data about the Pacific and from the Pacific. The project has a strong focus on implementation details, with a particular emphasis on supporting the implementation of the 2050 Strategy and the Pacific Principles of NMIRFs. The project has a strong focus on timeframes, with a particular emphasis on the period from May 3, 2021, to May 2, 2026. The project has a strong focus on recommendations, with a particular emphasis on supporting the implementation of the 2050 Strategy and the Pacific Principles of NMIRFs.
