Grant to the National Endowment for Democracy (NED) to support democratic transition in Poland by providing subgrants to 5 Polish democratic institutions and organizing a study group on Polish economic reform.

Abstract
Subgrants to Polish institutions will fund the following: (1) operating costs of GAZETA, a daily newspaper which supports democracy; (2) activities of the Association of Free Speech (e.g., book clubs, reading rooms, libraries and bookshops, and book fairs); (3) production of educational films on civic and political rights by the Gdansk Video Center; (4) assistance to the Krakow Industrial Society"s activities to support private enterprises (this component will be implemented by the Center for International Private Enterprise, one of NED"s core U.S. grantees); and (5) activities of the Commission for Local Self Government to encourage public participation in government and politics (e.g., organization of six regional educational centers, a bi-weekly bulletin of local affairs, handbooks and working papers, distribution of education resources, and legal and organizational assistance for local groups). The project will also provide a subgrant to Columbia University to host a series of conferences for eminent economists from the U.S., Western Europe, and Poland, who will develop recommendations for Polish economic reform.
