Amends a grant (see PD-FCE-528) provided under the Regional Democratic Initiatives Program (1800003) to the National Endowment for Democracy (NED) to support organizations promoting democratic development in Eastern Europe.

Abstract
The amendment adds activities in Bulgaria, Czechoslovakia, Romania, and Yugoslavia. Under the amendment, NED will provide subgrants to indigenous organizations through U.S. sponsors to conduct activities in four categories: (1) electoral processes (including election monitoring) and political party training (8 grants); (2) election technology (1 grant); (3) civic education (11 grants); and (4) institutional pluralism, including trade union support (5 grants). Organizations which will receive sub-grants include the National Democratic Institute for International Affairs, the National Republican Institute for International Affairs, the International Foundation for Electoral Systems, the Institute for Democracy in Eastern Europe, Freedom House, Foreign Policy Research Institute, Congressional Human Rights Foundation, Northeastern University, Library of Democracy, Free Trade Union Institute, and Center for International Private Enterprise.
