Grant is provided under project 5980436 to the National Association of Partners of the Americas (NAPA) to provide assistance to handicapped people, their families, and their communities in Latin America through a program of technical cooperation between professionals, parents, and community leaders from the fields of special education and rehabilitation.

Abstract
NAPA"s PATH program will implement the project. PATH will exchange 40-50 experts and community leaders between U.S. and Latin American partnerships. These exchanges will focus on seven priority areas: development of parent groups and self- help groups of disabled people; job creation and vocational development of disabled young people; development and expansion of PATH resource centers; early detection and early intervention; training of special education teachers, therapists, health personnel and technicians in community-based approaches to rehabilitation; public education campaigns; and appropriate technology and materials development. The project will also fund the following activities: (1) an expansion of the PATH Catalog Series describing low-cost community-based resources for the handicapped; (2) increased distribution of PATH informational materials; (3) an international conference of 30 key leaders in Racine, Wisconsin; (4) participation in international leadership development education by six leaders in the fields of special education and rehabilitation; and (5) design of an R&D project on job development for disabled youth.
