Grant is provided under the Human Rights project (9300086) to the International Foundation for Electoral Systems (IFES) to support its program to monitor and strengthen the election process in developing countries and/or nascent democracies.

Abstract
To this end, IFES will develop its capabilities in five major areas: election observation, election TA, election statistical analysis, election problem analysis, and information transfer. A major focus will be to expand and improve IFES" Election Assistance database for the Latin American/Caribbean region, extending it to other parts of the world. This database, developed in collaboration with the Inter-American Institute for Human Rights in Central America (CAPEL), contains country-level information on election law, registries, procedures, equipment and materials, security, vote counting and reporting, and attainment (or not) of a free and fair voting environment.
