Abstract
Part of the grant ($1 million) will reimburse the OECD for costs incurred in establishing a Center for Cooperation with European Economies in Transition in 1990. The Center has sponsored major conferences on statistical cooperation, structural adjustment, and tax reform. It has also made important contributions to establishing Western data concepts and uniform accounting procedures; reforming financial systems; promoting entrepreneurship; examining the role of trade policy in the transition process; and promoting agricultural development. The remainder of the grant ($500,000) will fund joint studies to facilitate policy dialogue and reform of policies, laws, and regulations related to private enterprise development. Country studies, as well as studies in specific areas, will be conducted. This component will involve only the democracies of Central and Eastern Europe that have undertaken the most comprehensive economic reform programs.
