Abstract
The program focused on improving the competitiveness of small and medium-sized enterprises (SMEs) in the northern region of Thailand. Initial assessments identified the need for improved access to finance, technology, and market information as key challenges facing SMEs in the region. Implementation of the program involved the establishment of a business incubator in Chiang Mai, which provided training and mentorship to entrepreneurs and SME owners. The incubator offered access to capital, technology, and market linkages, enabling businesses to expand their operations and increase their competitiveness. Additionally, the program supported the development of a regional trade facilitation mechanism, which facilitated the exchange of goods and services between Thailand and neighboring countries. Key findings from the program's midterm evaluation indicated that SMEs participating in the program experienced significant improvements in their financial performance. Average annual sales growth among participating SMEs increased by 25% compared to non-participating businesses. Furthermore, the program's interventions led to a 15% increase in employment opportunities for local residents. Women-owned businesses, representing 30% of participating SMEs, showed higher growth rates and higher levels of job creation compared to male-owned businesses. The program's geographic focus was on the northern region of Thailand, with a particular emphasis on the provinces of Chiang Mai and Chiang Rai. The program's context was shaped by Thailand's economic development priorities, which emphasized the importance of promoting regional economic growth and reducing poverty. The program's timeframes spanned three years, with the initial phase focusing on program design and implementation, followed by a midterm evaluation and a final evaluation at the end of the program. Recommendations from the program's evaluation highlighted the importance of sustaining the program's interventions beyond the program's lifespan. The report suggested that the business incubator and trade facilitation mechanism should be integrated into the regional economic development strategy, ensuring continued support for SMEs and promoting economic growth in the northern region of Thailand.
