Abstract
The project will be implemented by the University of North Carolina at Chapel Hill (UNCCH). To develop improved methods of FP evaluation, UNCCH will conduct both impact and methodological studies. The studies will be undertaken at the country level. and in many cases will likely be done collaboratively with other population projects. Local experts will participate on the study teams. UNCCH will emphasize the use of existing demographic data and service statistics, but will also explore the use of other qualitative, anthropological, socioeconomic, and financial information; where appropriate, primary data collection will be supported. The methodologies developed by UNCCH will be tested and refined through country-program evaluations. The contract might also support pilot studies of a quasi-experimental nature or collect time-series data to validate the UNCCH approach, or controlled studies might be built into the design of new activities. UNCCH will develop evaluation research questions appropriate to each type of FP program -- e.g., countries with emerging programs might compare urban and rural impacts, countries with more advanced programs might focus on targeting of resources. Finally, UNCCH will assess the cost-effectiveness of the methodologies it develops, and the technical requirements to implement them. To improve the capacity of USAID and host country staff to implement the methodologies developed under the project, field workshops will be conducted all levels of implementation and will make country visits to provide specialized TA and troubleshooting. Also, curricula tailored to the needs of USAID Mission staff will be incorporated into existing training courses for Health, Population, and Nutrition Officers. UNCCH will distribute reference materials and research reports developed under the contract to the Office of Population, A.I.D. missions, host country institutions, regional bureaus, and other donor agencies as they are produced.
