The Political Participation for Greater Electoral Integrity (PARTICIPATE) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a two-year sub-program of Project PARTICIPATE funded by the United States Agency for International Development (USAID) under its Elections and Political Processes (EPP) Fund.

Abstract
It is implemented by the Ateneo School of Government (ASOG) together with its partners in the consortium - La Salle Institute of Governance (LSIG), National Citizens’ Movement for Free Elections (NAMFREL), and Caucus of Development Non-government Organization Networks (CODE-NGO). The PARTICIPATE BARMM project aims to increase the availability and accessibility of information to promote informed voting by implementing a wide range of activities designed to contribute to the success of the ongoing political transition in BARMM. The project will focus on the objective of increasing the availability and accessibility of information to promote informed voting, building on the success of the previous Project PARTICIPATE in the region. The Theory of Change (ToC) is the foundation of the PARTICIPATE project, which demonstrates how building robust institutions for political participation and reforms contributes to stronger democratic governance. The ToC argues that if there are robust institutions, then there emerges an empowered and engaged citizenry that demands competitive elections and greater accountability in leadership selection. Conversely, it can also be argued that change can also happen, such that robust institutions result from empowered and engaged citizens. The ToC has four elements that clearly identify the desired change in each level and its role in contributing to strengthening democratic governance. The first element is robust institutions, which provide a conducive environment for more dynamic citizens’ engagement and participation. The second element is empowered and engaged citizens, who build shared advocacies and more effective collective action. The third element is competitive elections, which ensure that leaders are accountable to the people. The fourth element is inclusive, robust, and sustainable development, which is the ultimate goal of the project. The PARTICIPATE BARMM project will implement a wide range of activities to achieve its objectives, including capacity building for different sectors, forums discussing important issues in the region, and technical assistance to the Bangsamoro Transition Authority (BTA). The project will also focus on the integration of cross-cutting issues, stakeholder participation and involvement, risk management, sustainability strategy, close-out plan, and budget. The project will be implemented by the PARTICIPATE BARMM consortium, which had two strategic planning sessions last October 9-11, 2023, and November 5-7, 2023, to align objectives and components, provide a context building in BARMM, and conduct project ideation workshops. The outputs of the strategic planning sessions were used to refine and enhance the FY 2024 Annual Implementation Plan (AIP). The FY 2024 AIP has the following components: Year 1 work plans, Project Management Office Initiatives, Integration of cross-cutting issues, Stakeholder participation and involvement, Risk management, Sustainability strategy, Close-out plan, and Budget. The project will be implemented from October 2023 to July 2024, and it is expected to contribute to the success of the ongoing political transition in BARMM. The PARTICIPATE BARMM project will continue to strengthen the overall goal of Project PARTICIPATE in the Bangsamoro region, and it hopes to provide assistance that will impact the region well beyond its transition to achieve long-lasting peace in Muslim Mindanao.
