Abstract
The project focuses on three target value chains: groundnut, soybeans, and Orange Fleshed Sweet Potato (OFSP). The project targets eight districts in Malawi, including Rural Lilongwe, Mchinji, Dedza, Ntcheu, Balaka, Machinga, Blantyre, and Mangochi. The project's monitoring and evaluation (M&E) system is designed to track progress towards the project's objectives. The M&E system includes a beneficiary-based survey, which is conducted annually to gather information on farm-level outcome indicators. The survey is a descriptive survey using a two-stage cluster sampling method, with a sample frame developed from a list of farmers supported by the AgDiv project. The beneficiary list is also the list of farmers growing the targeted value chain crops. An estimated 2,000 farmers will be surveyed annually. The survey aims to gather information on four farm-level outcome indicators, including the number of hectares of groundnut, soy, and OFSP under improved technologies or management practices, the number of farmers who have applied improved technologies or management practices, yield per hectare of groundnut, soy, and OFSP, and gross margin per hectare of groundnut, soy, and OFSP. The Monitoring, Evaluation, and Learning Support (MELS) activity is responsible for implementing the 2021 outcome survey for the FTF Malawi Agricultural Diversification (AgDiv) project. The MELS activity aims to achieve four primary objectives, including performance evaluations of FTF and ENV activities, assessments of AgDiv activity performance, studies and analyses on selected topical issues, and strengthening local capacity to undertake evaluations and assessments. The MELS activity will provide support to the FTF and Environment activities managed by USAID/Malawi's Sustainable Economic Growth (SEG) Office. The MELS activity will implement a 2021 outcome survey for the FTF Malawi Agricultural Diversification (AgDiv) project, which is the flagship project of the USAID Malawi SEG office. The supervisor's manual is designed to provide the annual survey supervisors with in-depth information to carry out their tasks successfully at the highest level of professionalism. The survey will be conducted in selected Enumeration Areas (EAs) in the eight districts targeted by the project. The survey will gather information on the number of hectares of groundnut, soy, and OFSP under improved technologies or management practices, the number of farmers who have applied improved technologies or management practices, yield per hectare of groundnut, soy, and OFSP, and gross margin per hectare of groundnut, soy, and OFSP. The survey will provide valuable information on the project's progress and will inform decision-making to improve agricultural productivity and income for smallholder farmers in Malawi.
