Abstract
The project focuses on three target value chains: groundnut, soybeans, and Orange Fleshed Sweet Potato (OFSP). The project is implemented in eight districts of Rural Lilongwe, Mchinji, Dedza, Ntcheu, Balaka, Machinga, Blantyre, and Mangochi. The project's objectives are to increase the productivity and income of smallholder farmers, improve their access to markets, and enhance their resilience to climate change. To achieve these objectives, the project provides support to farmers through various interventions, including training, extension services, and market linkage facilitation. The project also aims to improve the nutritional status of farmers and their families by promoting the consumption of diverse and nutritious foods. The project's monitoring and evaluation framework is designed to track progress towards its objectives and identify areas for improvement. The framework includes a set of farm-level outcome indicators that are used to measure the project's impact on farmers' livelihoods. These indicators include the number of hectares of land under improved technologies or management practices, yield of soybeans, groundnuts, and OFSP, farmers' gross margin per hectare, and the value of annual sales for farmers receiving assistance. The project's annual survey is a key component of its monitoring and evaluation framework. The survey is designed to gather information from a sample of farmers who have benefited from the project's interventions. The survey will be conducted in selected Enumeration Areas (EAs) and will include a set of questionnaire modules that will be administered to the selected farmers. The survey will provide valuable insights into the project's impact on farmers' livelihoods and will inform decision-making at the project level. The project's implementation is overseen by the Monitoring, Evaluation and Learning Support (MELS) activity, which is responsible for providing technical assistance to the project. The MELS activity is implemented by International Business & Technical Consultants, Inc. (IBTCI) under an Indefinite Delivery Indefinite Quantity Contract (IDIQ) with the United States Agency for International Development (USAID). The MELS activity aims to strengthen local capacity to undertake evaluations and assessments and to provide support to the project in its monitoring and evaluation efforts. The project's success will depend on the effective implementation of its interventions and the ability of farmers to adopt and benefit from these interventions. The project's monitoring and evaluation framework will play a critical role in tracking progress towards its objectives and identifying areas for improvement. The project's annual survey will provide valuable insights into the project's impact on farmers' livelihoods and will inform decision-making at the project level.
