Abstract
The initiative is supported by the United States Agency for International Development (USAID) and is implemented by Tetra Tech ARD. The program's main goal is to strengthen the capacity of the Government of Georgia (GoG) to deliver effective and accountable public services. The GGI program focuses on four key results: improved administrative and financial management of public institutions, strengthened policy development and lawmaking processes, strengthened institutional oversight of government, and improved public service delivery practices. To achieve these results, the program implements a range of activities, including support to the GoG in improving policy planning and implementation practices, strengthening local and national-level public financial management systems, and enhancing transparency through effective practicing of Freedom of Information Act (FOIA) procedures. The program also supports the development of institutional oversight systems, including the State Audit Office (SAO) and the Public Internal Control Department (PICD). Additionally, the GGI program works to strengthen the capacity of the Parliament of Georgia to create and institutionalize effective oversight systems. During the reporting year, the program achieved significant results, including a 27% increase in the number of public institutions that have implemented effective internal audit systems. The program also supported the development of a new public investment management system, which is expected to improve the efficiency and effectiveness of public investments. The GGI program also places a strong emphasis on gender equality and social inclusion. The program works to promote the participation of women in public decision-making processes and to ensure that public services are accessible and responsive to the needs of all citizens. The program's progress is monitored and evaluated through a range of performance indicators, including the number of public institutions that have implemented effective internal audit systems, the number of public investments that have been managed through the new public investment management system, and the level of participation of women in public decision-making processes. The GGI program faces several challenges, including the need to strengthen the capacity of the GoG to deliver effective and accountable public services, the need to improve the transparency and accountability of public institutions, and the need to promote the participation of women in public decision-making processes. Despite these challenges, the program has made significant progress in achieving its goals and is expected to continue to make a positive impact in the years to come. The program's budget for the reporting year was $X, which was allocated to support a range of activities, including the implementation of the program's key results and the monitoring and evaluation of the program's progress. The program's expenditure report and projections are included in Appendix B of this report. The GGI program has a strong partnership with a range of stakeholders, including the GoG, civil society organizations, and international partners. The program works closely with these stakeholders to ensure that the program's activities are aligned with their needs and priorities.
