The USAID TerresEauVie Activity is a five-year cooperative agreement implemented by Winrock International in partnership with Tetra Tech, with the goal of enhancing social and ecological risk management systems in Burkina Faso and Niger.

Abstract
The activity is part of the Resilience in the Sahel Enhanced (RISE) II program, which aims to support chronically vulnerable populations in managing shocks and stresses and pursuing sustainable pathways out of poverty. The TerresEauVie Activity focuses on three components: improved water security, enhanced sustainable productive land use, and improved management of shocks, risks, and stresses. The activity takes a holistic and comprehensive approach to increasing water and land security, addressing water insecurity and its underlying drivers, improving land management and tenure, and enhancing preparedness and contingency planning for vulnerable populations. During fiscal year 2019, TerresEauVie focused on administrative and programmatic start-up activities, completing contractual and technical deliverables, mobilizing key personnel, recruiting local staff, and establishing an office in Ouagadougou. The activity also worked towards finalizing deliverables and formative research that would form the basis of the revised Life of Project (LOP) design. In Burkina Faso, TerresEauVie worked towards building relationships with targeted communes, local governments, Development Food Security Activities (DFSAs), and other donor-funded activities, leading towards full implementation beginning in fiscal year 2020. Initial drafts of the FY19 Workplan, FY20 Workplan, Environmental Mitigation and Monitoring Plan (EMMP), Water Quality Assurance Plan (WQAP), Activity Monitoring, Evaluation & Learning Plan (AMELP), Activity Contingency Plan (ACP), Commune Engagement Strategy, and Communication Strategy were submitted to USAID, and feedback was received. The activity also established a comprehensive property inventory list, which is included in Annex 1 of the annual report. The report also includes a table of indicators showing progress made during the quarter, cumulative for the fiscal year, and cumulative for the LOP toward set targets, as well as a financial table containing expenses of the reporting period. In Niger, TerresEauVie focused on implementing activities related to water security, sustainable productive land use, and management of shocks, risks, and stresses. The activity worked with local stakeholders to identify and address water insecurity and its underlying drivers, improve land management and tenure, and enhance preparedness and contingency planning for vulnerable populations. The annual report also includes six annexes, which provide additional information on the activity's progress and achievements during fiscal year 2019. These annexes include a comprehensive property inventory list, a table of indicators showing progress made during the quarter, cumulative for the fiscal year, and cumulative for the LOP toward set targets, a financial table containing expenses of the reporting period, two success stories, a quarterly Environmental Mitigation and Monitoring Report, a quarterly Shock Response Contingency Planning Report, a Burkina Faso Summary of Commune Consultations, a Niger Summary of Commune Consultations, and findings from a Niger KAP Survey. Overall, the USAID TerresEauVie Activity made significant progress during fiscal year 2019, laying the foundation for full implementation in fiscal year 2020. The activity's focus on water security, sustainable productive land use, and management of shocks, risks, and stresses will contribute to the RISE II program's cross-cutting results, including improved management of shocks, risks, and stresses, enhanced governance of institutions and organizations, and enhanced social, economic, and political agency of women and youth.
