2023 · 153 pages

Abstract
The project began in 2018 with a goal of achieving 60 million new off-grid direct connections by 2030. As of August 31, 2023, the project has achieved 7,223,118 new off-grid direct connections, exceeding its target of 6,000,000. The project's performance results dashboard indicates significant progress in various areas, including the number of new off-grid direct connections, amount of investment mobilized for energy projects, and number of laws, policies, regulations, or standards to enhance energy sector governance formally proposed, adopted, or implemented. The project has also achieved notable results in healthcare facility electrification, with 377 healthcare facilities electrified and 2,051,061 beneficiaries. The project's technical approach focuses on supporting the development of productive-use off-grid devices and systems, as well as enabling environment support to enhance energy sector governance. The project provides support in 26 countries in sub-Saharan Africa, with a focus on East and West Africa. In East Africa, the project has achieved notable results in healthcare facility electrification, with 227 healthcare facilities electrified and 2,000,000 beneficiaries. The project's enabling environment support includes working with governments to improve their frameworks and policies to support the development of off-grid energy. The project has supported 12 African governments in implementing improvements to their frameworks, exceeding its target of 11. The project has also supported 98 U.S. companies participating in PA projects/transactions, exceeding its target of 50. The project's achievements are reflected in its progress against key indicators, as shown in Figure 1. The project has exceeded its targets in several areas, including new off-grid direct connections, amount of investment mobilized for energy projects, and number of laws, policies, regulations, or standards to enhance energy sector governance formally proposed, adopted, or implemented. The project's Coin Fund has provided grants to support the development of off-grid energy projects. As of August 31, 2023, the Coin Fund has provided grants to 67 U.S. off-grid energy companies, exceeding its target of 50. The project has also supported the development of productive-use off-grid devices and systems, with 92,155 devices or systems sold, exceeding its target of 16,515. The project's achievements are reflected in its progress tables, which show the project's results in various areas, including healthcare facility electrification, enabling environment support, and support to U.S. companies. The project's staffing table shows the project's staff and their roles, while the project's closed Coin Fund grants table shows the grants that have been closed. The project's monitoring, evaluation, and learning activities are ongoing, with a focus on tracking the project's progress against its targets and identifying areas for improvement. The project's technical knowledge products shared with PACO and key partners include reports, briefs, and other documents that provide information on the project's achievements and lessons learned. The project's achievements are reflected in its notable events, which include webinars, workshops, and events that have been held to support the development of off-grid energy. The project's administrative and management activities are ongoing, with a focus on ensuring the effective management of the project and its resources. The project's achievements are reflected in its progress against its targets, which are outlined in its performance results dashboard. The project has exceeded its targets in several areas, including new off-grid direct connections, amount of investment mobilized for energy projects, and number of laws, policies, regulations, or standards to enhance energy sector governance formally proposed, adopted, or implemented.
