Abstract
The project began in 2010 and was implemented by Education Development Center, Inc. (EDC) under contract with USAID/Benin. The project's main objective was to enhance the quality of teacher training and supervision, leading to improved teacher performance and student learning outcomes. The project's activities were divided into several key areas, including the development of a competency-based teacher training curriculum, the provision of intensive technical training sessions to teacher training college (TTC) instructors, and the establishment of resource centers in all operational TTCs. The project also focused on improving teacher performance through the development of a system of improved teacher supervision and in-service technical support. In Quarter VI (October-December 2010), the project launched the Merit Awards Program (MAP), completed the baseline study on teacher performance, and validated the study on supervision and evaluation. The project also developed a guide to accompany the TTC instructor manual. In Quarter VII (January-March 2011), the project advanced its training activities, including training a second wave of primary school directors, training cadres on supervision and evaluation, and commencing coaching activities in each of the five education networks (ENIs). The project also made progress in advancing already delayed project activities, including procuring materials for the resource centers and beginning data collection for the first annual MAP. In Quarter VIII (April-June 2011), the project saw advances on several fronts, including the second TTC manual training, observations in several TTCs, and training of all remaining pedagogical advisors in the use of SCOPE. The project also completed data collection for the first year of the MAP. In Quarter IX (July-September 2011), the project saw an increased number of training activities, including the third and final teacher college instructor training, simultaneous regional trainings on the use of SCOPE, and analysis of data for the merit awards program. The project also continued efforts on the acquisition of all resource center materials, including furniture and book orders. In Quarter X (October-December 2011), the project held the first annual Merit Awards Ceremony, which was well attended and received excellent media coverage. The project also installed materials designated for the Resource Centers, including IT equipment in four of the five ready teacher training colleges. The project's performance monitoring and results summary table shows that the project made significant progress in achieving its objectives. The project completed the development and publication of the TTC instructor manual, provided intensive technical training sessions to all TTC instructors, and established resource centers in all operational TTCs. The project also made progress in improving teacher performance through the development of a system of improved teacher supervision and in-service technical support. The project's results indicate that the project achieved its objectives in improving pre-service teacher training and teacher performance. The project's activities and achievements demonstrate its commitment to enhancing the quality of teacher training and supervision in Benin.
