Abstract
This policy aims to provide a work environment free from all types of discrimination based on an individual's personal characteristics, including but not limited to, gender, age, disability, religion, social status, marital status, race, tribe, and language. Discrimination is defined as treating someone unfavorably because of one of their personal characteristics. The policy identifies several types of discrimination, including discrimination in appointments, unequal pay for equal work, unequal opportunity for equal performance, and unequal benefits for equal work achievements. The policy also emphasizes the importance of addressing and resolving conflicts related to discrimination in a timely and confidential manner. To address and resolve conflicts related to discrimination, the Kabul Municipality has established a Conflict Resolution Committee (CRC) comprising both male and female members. The CRC is responsible for investigating complaints of discrimination, reporting the results to the Mayor, and ensuring that the handling of the case is done in a confidential manner. The committee also has the authority to increase awareness among staff members on the types and penalties of discrimination. The policy outlines procedures for filing complaints, including both informal and formal procedures. Informal procedures involve addressing the issue directly with the offending individual, while formal procedures involve filing a written complaint with the CRC. The policy also outlines the disciplinary actions that will be taken against individuals who discriminate against others in the workplace, including warnings, transfers, and termination of employment. The policy emphasizes the importance of cooperation during the investigation period and requires individuals to provide accurate and true information. The Conflict Resolution Committee will notify all persons involved in the investigation that it is confidential and any disclosure would result in disciplinary action. The Kabul Municipality has also established a Complaint Registration Form to facilitate the filing of complaints. The form requires information about the complainant, the accused individual, and the description of the type of discrimination, as well as the requested disciplinary action. The form also includes an acknowledgement section, which requires the complainant to cooperate throughout the investigation period and to provide accurate and true information. Overall, the Kabul Municipality's anti-discrimination policy aims to create a work environment that is free from all types of discrimination and promotes a culture of respect, equality, and fairness among all employees.
