Abstract
The CIC provides a centralized location for citizens to access information and services offered by the municipality. The center offers a range of services, including citizen information, customer information, and general assistance for citizens. Citizens can access information through various channels, including face-to-face interactions with registry staff and desk officers, phone calls, and email. The CIC also provides informative leaflets, brochures, annual reports, guides, newsletters, and announcements to keep citizens informed about services offered by the municipality. Additionally, citizens can obtain forms for citizen requests, and the center offers guidance on bureaucratic stages and support for completing forms. The CIC also provides specialized assistance for citizens, including checking documentation accompanying applications, verifying documents submitted, and issuing registration receipts specifying the period for issuing documents. Furthermore, the center receives and records complaints, and provides written responses to citizens. The CIC KM Documents/Records Management System is responsible for managing documents and records within the center. This system includes written policies, process descriptions, procedures, and blank forms, as well as information captured on worksheets, forms, and charts. The system ensures that documents remain legible and identifiable, and that external documents are identified and controlled. The characteristics of records managed by the CIC KM Documents/Records Management System include being permanent, secure, and traceable. Records are kept in bound books, numbered, and signed and dated every time. The system also provides tips for good record keeping, including understanding the information to be collected, recording the information every time, recording all the information, and recording the information in the same way every time. The CIC SOP is designed to standardize the effective and efficient use of the Citizen Information Center, harmonize CIC KM data management procedures, and provide clear instructions for conducting activities of the CIC KM in accordance with Kabul Municipality policies. The SOP covers the procedures of writing, reviewing, distributing, and amending SOPs within the CIC KM, and is responsible for maintaining on file all current SOPs and the list of SOPs, as well as maintaining an up-to-date distribution list of each SOP circulated to CIC KM staff. The SOP Working Group is responsible for formulating SOPs, coordinating activities of writing, reviewing, distributing, and amending SOPs, and ensuring that all CIC KM staff has access to the SOPs. The group also proposes new or modified SOPs as needed, and selects the format and coding system for SOPs. The SOP will have a positive effect on the operations of the Kabul Municipality in one sector and bring effective changes to the municipality as a whole.
