Terms of Reference for Policy and Coordination Department of Kabul Municipality

The department's primary objective is to acquire information on various projects in Kabul City, prioritize their development against available financial resources, and manage their procurement and implementation. To achieve this, the department coordinates with foreign sources, donor agencies, and other relevant organizations on behalf of the Kabul Municipality. The department's scope of responsibilities includes monitoring the implementation of development plans and policies, assessing project prioritization, estimating project costs and implementation deadlines, regulating procurement, and overseeing project implementation. Additionally, the department coordinates project implementation among various Kabul Municipality departments and prepares consolidated reports for the Presidential office. The department also organizes overseas training programs for Kabul Municipality staff. The Policy and Coordination Department is led by a Director General and supported by a staff of 24. The department directly reports to the Kabul Mayor and also reports to the Admin and Finance, Technical, and City Services deputies as required. The department maintains close working relationships with all Kabul Municipality departments and District Offices. Key personnel within the department include a Procurement Manager, Contracts Officer, Contracts Manager, General Manager, Project Management Investment Officer, Investment Reconstruction Officer, Investment Manager, Developmental Budget Officer, General Manager, Census Officer, General Manager, Training Officer, General Manager, Foreign Relations Officer, Planning and Orders Officer, General Manager, Policy and Orders Deputy Director, Correspondence Officer, Correspondence Manager, and Director General.
