Abstract
The report is a result of a collaborative effort between the Organización Internacional para las Migraciones (OIM) and the Agencia de Estados Unidos para el Desarrollo Internacional (USAID). The report emphasizes the need to address the issue of sexual violence in the context of the armed conflict, which has been largely invisible and silenced for many years. According to the Registro Único de Víctimas (RUV), more than 8 million people have been registered as victims of the conflict, with over 50% being women. Of these, 31,184 have reported being victims of delitos contra la libertad y la integridad sexual, with 28,377 being women, 2,316 being men, and 489 being individuals with orientaciones sexuales e identidades de género diversas (OSIGD). The report highlights the disproportionate impact of sexual violence on women, with 91% of the affected being women. The majority of perpetrators have been men, and the violence has been characterized as a form of "violencia de género," an exercise of power and domination over individuals based on their sex or gender. The report also emphasizes the importance of addressing the issue of sexual violence in the context of the armed conflict, which has been largely invisible and silenced for many years. The report highlights the need for a comprehensive approach that includes reparations, support, and protection for victims, as well as the need to address the root causes of the violence. The report is divided into several sections, including a methodology section, a section on the situation of victims of sexual violence in Colombia, a section on the impacts and consequences of sexual violence, a section on the balance normative and institutional in Colombia in terms of reparations, and a section on initiatives of resignification and resilience by victims of sexual violence. The report concludes by emphasizing the need for a comprehensive approach to addressing the issue of sexual violence in the context of the armed conflict, including reparations, support, and protection for victims, as well as the need to address the root causes of the violence. The report also highlights the importance of involving victims and their organizations in the process of designing and implementing policies and programs to address the issue of sexual violence. The report includes several recommendations, including the need for the Colombian government to adopt a comprehensive policy on reparations for victims of sexual violence, the need for the government to provide support and protection for victims, and the need for the government to address the root causes of the violence. The report also recommends that international organizations and donors provide support and resources to help the Colombian government implement these policies and programs. Overall, the report provides a comprehensive overview of the issue of sexual violence in the context of the armed conflict in Colombia, highlighting the need for a comprehensive approach that includes reparations, support, and protection for victims, as well as the need to address the root causes of the violence.
