Abstract
The MLET Program aims to support Electricity Market reforms, energy sector strategy development, and promote cross-border trade with Georgia. This includes working towards facilitating Armenian regulatory practices, harmonizing with best international practices, and aligning with EU directives. The Retail Electricity Market Trading Rules define the principles of Retail Market operation, trading rules, requirements for electricity supply and universal supplier services, distribution license requirements, supplier switching procedures, commercial metering and payment procedures, and supplier-consumer relations during commercial meter accuracy testing and disclosure of inaccuracy. The rules also cover storage and transparency requirements on the Retail Market, as well as other regulations aimed at increasing the efficiency of Retail Market operation. Key definitions used in the Retail Electricity Market Trading Rules include: * Fixed Emergency Capacity: Active capacity stated in the Contract, which the Distributor shall be obligated to provide under emergency regimes during the period defined in the Contract to ensure operation of electric equipment securing human life, human life, and environment. * Fixed Technological Capacity: Active capacity stated in the Contract, which the Distributor shall be obligated to provide during the period defined in the Contract to completely process the raw materials in production or take the raw material out of production without any damage to the industrial equipment. * Acceptance: Total and unconditional acceptance of the Consumer of the terms of the Distributor's Offer that comply with the model form approved by the Commission. * Illegal Consumption: Consumption of electricity without a Contract. * Maximum Capacity: The maximum average half-hour amount of active capacity fixed in the Contract. * Commercial Meter: Electricity commercial metering device stated in the Contract. * Failure of a Commercial Meter: Failures or damages of components of Commercial Meters verified by the metrological expertise conclusion of the Metrology and Calibration body, or absence, tamper, or damage of the seals of Commercial Meters. * Distribution Network Code: Distribution Network Code of the Republic of Armenia Electricity Market approved by the Commission. * Distributor: An entity holding an electricity distribution license. * Distribution Service: Services being provided by the Distributor according to the Law, the Distribution License, these Rules, and the Distribution Network Code. * Residential Consumer: A physical entity using electricity for household purposes (apartment, garage, or storehouse). * Confidential Information: Information or data on financial status and commercial secrets of the Licensee, publication of which may harm the Licensee, as well as consumer information available with the Licensee. * Sub-Consumer: A Consumer who receives electricity supply through the facilities of other entities and has a Contract with the Distributor/Universal Supplier or Supplier signed in defined terms. * Universal Supplier: An entity holding a license for universal supply of electricity. * Autonomous Power Producer: A legal or physical entity producing electricity for own needs, with rated capacity of its installations not exceeding the aggregate capacity of all its loads but not higher than the capacity stated by the Law. * Vulnerable Consumer: A residential Consumer who has been given a socially insecure status in procedures by the RoA, based on the fact of being socially insecure or being awarded a special status. * Transmission Network Code: Transmission Network Code of the Republic of Armenia Electricity Market approved by the Commission. * System Operator: An entity holding Power System operator services. * Commission: The Public Services Regulatory Commission of the Republic of Armenia. * Metering: An electricity meter or metering complex with all connections to/from a meter, current, and voltage transformers that passed a meter calibration by the metrology and calibration body.
