Abstract
The program focuses on enhancing the skills and knowledge of teachers, administrators, and students in primary and junior secondary schools. The program's primary objective is to increase student performance in Bahasa Indonesia, mathematics, and science. Implementation of the program began in 2012, with a baseline assessment conducted in February 2013 to evaluate the program's impact on student performance. The assessment involved administering tests to a sample of students in primary and junior secondary schools in project partner districts. The tests were designed to measure student performance in reading comprehension, writing, mathematics, and science. The baseline assessment revealed significant variations in student performance across different schools and districts. In primary schools, the average score for Grade 4 students in reading comprehension was 64.2%, while the average score for Grade 5 students in science was 56.1%. In junior secondary schools, the average score for Grade 8 students in reading comprehension was 71.4%, while the average score for Grade 8 students in science was 63.2%. Analysis of the test results showed that students in schools that received support from the USAID PRIORITAS Program performed better than those in schools that did not receive support. For example, in Grade 4 reading comprehension, students in schools that received support scored an average of 68.5%, compared to 59.1% for students in schools that did not receive support. The assessment also identified areas where students struggled the most. In mathematics, students in Grade 4 and Grade 8 struggled with questions related to fractions and decimals. In science, students in Grade 5 and Grade 8 struggled with questions related to biology and physics. The baseline assessment provides a critical foundation for evaluating the impact of the USAID PRIORITAS Program on student performance. The results of the assessment will inform program implementation and help identify areas where additional support is needed. The assessment also highlights the importance of continued investment in education in Indonesia, particularly in areas where student performance is lagging behind. The USAID PRIORITAS Program has the potential to make a significant impact on education in Indonesia. By providing support to teachers, administrators, and students, the program can help improve student performance and increase access to quality education. The program's focus on creating learning communities and promoting teacher training and development is particularly noteworthy, as these are critical components of a successful education program. Overall, the baseline assessment provides a comprehensive picture of student performance in Indonesia and highlights the need for continued investment in education. The USAID PRIORITAS Program is well-positioned to make a positive impact on education in Indonesia, and the results of the baseline assessment will inform program implementation and help identify areas where additional support is needed.
