Abstract
The project's priority is indicated as the highest, with a priority rating of 1. The location is considered suitable for a community park, as it is a popular destination for entertainment among Kabul citizens, particularly on weekends. The park's construction is expected to contribute to the city's revenue through the development of additional entertainment facilities, such as restaurants, playgrounds, and clubs. The project will also help to maintain a clean environment by covering the hill sides with plants. The Kabul Municipality aims to provide better municipal services to the citizens, and the park project is seen as a means to achieve this goal in an area that is currently unplanned. The project's objective is to provide a clean environment and a safe place for citizens to entertain. The implementation of the park project is expected to help the municipality reach this objective. A free land is available for park construction, but the infrastructure has not yet been started. The project budget is estimated to be funded over a five-year period, with the total project cost to be determined. The budget breakdown for each year is as follows: 1390, 1391, 1392, 1393, and 1394. The project is being implemented in phases, with Phase 1 expected to be completed in 1390, and Phase 2 and Phase 3 in 1391. Parks are considered essential facilities that contribute to a safe and clean environment and provide citizens with a safe place for entertainment. However, the land mafia in Kabul city poses a significant threat to the construction of parks, as they seek to use unused land for commercial and residential purposes. The Kabul Municipality considers this issue a priority and is seeking the participation of interested parties and donors to help construct and rehabilitate parks. The project is being implemented by the Kabul Municipality and CARE International, with the Phase 1 and Phase 2 expected to be completed in 1390 and 1391, respectively.
