Abstract
This policy aimed to address the root causes of the conflict and promote a culture of peace and security. The ppt-sh was based on the Acuerdo Final de Paz (afp) signed in 2016, which established a framework for peace negotiations with armed groups. The implementation of the ppt-sh was divided into six areas: Reforma Rural Integral (rri), Participación Política, Fin del Conflicto, Solución al Problema de Drogas Ilícitas, Víctimas, and Implementación, Verificación y Refrendación. The rri aimed to address the social and economic roots of the conflict, while the Participación Política focused on promoting citizen participation in the peace process. The Fin del Conflicto sought to address the root causes of the conflict, including the presence of armed groups and the lack of state presence in certain regions. The Solución al Problema de Drogas Ilícitas aimed to address the issue of illicit drugs, which was a major driver of the conflict. The Víctimas area focused on providing support and reparations to victims of the conflict, while the Implementación, Verificación y Refrendación area aimed to ensure the implementation and verification of the peace agreement. According to the report, the implementation of the ppt-sh was marked by several challenges, including the lack of progress in the peace negotiations with armed groups and the continued presence of armed groups in certain regions. Despite these challenges, the report notes that there were some positive developments, including the establishment of a new government agency to oversee the implementation of the peace agreement and the launch of a new program to provide support to victims of the conflict. The report also presents an analysis of the situation of human rights and humanitarian law in Colombia during the first year of the government of President Gustavo Petro and Vice President Francia Márquez. The report notes that the situation of human rights and humanitarian law in Colombia remains critical, with ongoing violence and displacement affecting thousands of people. The report presents data on the number of people displaced and the number of victims of violence, as well as information on the types of violence and the areas most affected. The report also notes that the government has taken some steps to address the situation, including the establishment of a new agency to oversee the implementation of the peace agreement and the launch of a new program to provide support to victims of the conflict. The report concludes that the situation of human rights and humanitarian law in Colombia remains critical and that the government must take further steps to address the root causes of the conflict and promote a culture of peace and security. The report also notes that the international community must continue to support the Colombian government in its efforts to address the situation and promote peace and stability in the country.
