Abstract
According to the Mission of Electoral Observation (MOE), a total of 20,000 reports of irregularities were received between October 2014 and November 2015. These reports were categorized into several types, including irregularities in the vote, public advertising, voter registration, and the functioning of public officials. The MOE's analysis of the reports revealed that the majority of irregularities occurred in the Andean region, particularly in the departments of Antioquia, Caldas, and Quindío. In this region, the most common types of irregularities were related to the vote, including cases of vote buying, coercion, and manipulation of electoral rolls. In the Andean region, the MOE also identified a significant number of irregularities related to public advertising and the media. These included cases of biased reporting, manipulation of information, and the use of public funds for electoral purposes. Additionally, the MOE reported a number of irregularities related to voter registration, including cases of duplicate registration, incorrect registration, and the use of false identification documents. The MOE's analysis also highlighted a number of irregularities related to the functioning of public officials, including cases of corruption, nepotism, and abuse of power. In some cases, public officials were accused of using their positions to influence the outcome of the elections or to intimidate voters. The MOE's findings were based on a comprehensive analysis of the reports received, as well as on-site observations and interviews with voters, candidates, and public officials. The MOE's report provides a detailed account of the irregularities that occurred during the 2015 local elections in Colombia, and highlights the need for electoral authorities to take steps to prevent such irregularities in the future. The MOE's report also includes a number of recommendations for improving the electoral process in Colombia. These recommendations include the implementation of measures to prevent vote buying and coercion, the improvement of voter registration procedures, and the strengthening of mechanisms for monitoring and investigating electoral irregularities. In terms of geographic distribution, the MOE's report shows that the majority of irregularities occurred in the Andean region, followed by the Caribbean region and the Pacific region. The MOE's report also highlights the need for electoral authorities to take steps to address the specific challenges and irregularities that occurred in each region. Overall, the MOE's report provides a comprehensive and detailed account of the irregularities that occurred during the 2015 local elections in Colombia. The report highlights the need for electoral authorities to take steps to prevent such irregularities in the future, and provides a number of recommendations for improving the electoral process in Colombia.
