Abstract
The policy is based on the concept that MOFTER serves as a central communication hub, relaying information outward and collecting feedback to facilitate a coordinated response. MOFTER's role as a coordination body is critical, as it must ensure timely and efficient communication with various stakeholders, including Entity Ministries, other Ministries at the State and Entity Level, the ISO and TRANSCO, regulators, the International Community, and other organizations. Effective communication is essential to avoid delays and ensure that information is conveyed accurately and promptly. The proposed communication procedure outlines several key principles, including the sharing of information, material requiring feedback, and timing. The policy recommends erring on the side of sharing more information rather than less, as this will foster trust within the organization. Information received should be forwarded without rephrasing or summarizing, and language should be considered to ensure that all stakeholders can understand the information. The policy also emphasizes the importance of collecting feedback from recipients by a certain deadline. This involves sending information immediately, with a deadline for response that allows for quick collation of information by MOFTER. Comments should not be ignored, even if they are difficult to incorporate into the prepared document, and courtesy should be extended to explain why certain comments were not incorporated. Timing is also a critical factor in the communication process. MOFTER should take action to negotiate a more reasonable period of time if an originator sends information late requesting a response within an unreasonable period. The policy also highlights the need to streamline communication with the Entity Presidents (EPs), who have been omitted from all communication flow between MOFTER and the rest of the government network. The proposed communication policy is submitted to MOFTER as a commitment made earlier by the Bosnia and Herzegovina Regulatory and Energy Assistance Project (REAP). REAP would like to discuss the contents with all members of the Energy Department at their convenience.
