Abstract
This activity builds on the successful pilot of MAST in the Boudry commune, where the Boudry Land Office (SFR) has developed the capacity to process land claims with unprecedented efficiency. The objectives of the LTS project include confirming priority MAST functionality for deployment in the Sahel RISE intervention zone, adapting and configuring the new MAST to support USAID/Burkina-Faso's objectives to improve resilience, land and resources governance in the Sahel RISE zone, and providing focused training and strengthening the capacity of the National Land Observatory (ONF-BF) to implement and manage the improved MAST technology and approach. Key tasks under the LTS project include working closely with ONF-BF to confirm key MAST functionality improvements, customizing key MAST technology modules, and compiling data for a target commune where ONF-BF and local government partners will test the MAST approach and new modules. Remote testing of new MAST modules and incorporation of feedback from ONF-BF and partners will also be conducted. The LTS project will also provide remote support and training to ONF-BF on LandPKS and new MAST functionality and workflows, as well as provide in-country focused training for ONF-BF on the use of MAST and on how to utilize LandPKS data in MAST. A sustainability briefing memorandum will be presented to USAID Burkina Faso, providing guidance on MAST sustainability in the country and a series of recommendations to help ensure the MAST approach and solutions can be maintained by ONF-BF or other government partners. The success of this activity will depend on timely mobilization and capacity of ONF-BF and commune local land authorities. The activity is anticipated to start in the latter part of July 2018, with LTS technical support continuing for approximately three months. Server deployment, software configuration, and technical training are key technical tasks under the LTS project, which will involve deploying a new instance of MAST for Burkina Faso, integrating existing data from Boudry Commune, and providing training on updated and new modules in MAST. The LTS project will also focus on establishing MAST for new communes in the Rise Zone, compiling base data, processing data and imagery, and integrating it into the MAST DMI and Mobile Application. Additionally, the project will provide a high-level sustainability framework, along with recommendations to ONF-BF, which focuses on their continued support and operation of MAST in Burkina Faso.
