Abstract
PES covers the period 1981-6/84 and is based on an attached special evaluation (XD-AAP-855-A). Twenty-two action decisions are listed, calling for: (1) greater emphasis on training Education and Supervisory Committee members; (2) TA for CCCUL in risk management; (3) a 9-month contract extension for the education and training advisor; (4) further development of linkages between the SFPCU component and appropriate extension and research services; (5) a feasibility study regarding non-agricultural production credit for credit union (CU) members; (6) CCCUL recruitment of an assistant production credit officer by the end of 1984; (7) simplification of SFPCU loan applications; (8) fieldworker utilization of adult education techniques in assisting CU committees; (9) preparation of Cameroonians to replace expatriate fieldworkers by 1987 if the CCCUL area of operation does not grow; (10) development of an action plan for CU liquidation and merger (the plan should be reviewed annually); (11) implementation of a personnel manual and system; (12) focus in late 1984 or early 1985 on developing CCCUL"s 5-year plan; (13) installation of a personal computer in CCCUL headquarters; (14) a follow-up baseline study in early 1986; (15) continued CCCUL policy dialogue with Cameroon"s other major credit union organization; (16) a policy paper (resulting from the dialogue) on credit union development; (17) commencement of a pilot paid managers (revolving fund) program in 5 or more CU"s; (18) consideration of the use of service centers in the paid managers program; (19) translation of the CCCUL accounting manual into French; (20) implementation of the line item adjustments recommended in the financial analysis; (21) a central liquidity facility investment study; and (22) investigation of continued funding for Cameroon"s credit union movement.
