Abstract
The program is implemented by Tetra Tech under the Strengthening Tenure and Resource Rights (STARR) Indefinite Quantity Contract (IQC) with the United States Agency for International Development (USAID). The CBRMT program focuses on improving the legal and policy framework for responsible minerals trade, strengthening the capacity of key actors, and assessing, improving, and scaling up traceability and due diligence systems. The program also aims to strengthen the capacity of the International Conference for the Great Lakes Region (ICGLR) and promote collaboration and coordination among various stakeholders. The program's objectives are achieved through several key interventions, including conducting legal and policy analysis, field scoping exercises, and roundtable meetings. The program also provides technical assistance to 50 policymakers and other key actors, as well as training to supply chain actors. Additionally, the program assesses the efficacy and costs of traceability systems for tin, tungsten, and tantalum, and develops scaling-up plans for these minerals. The CBRMT program also focuses on strengthening the capacity of the ICGLR, including the implementation of the Independent Mineral Chain Auditor (IMCA) and the Regional Certification Mechanism (RCM). The program also promotes collaboration and coordination among various stakeholders, including the German Federal Institute for Geosciences and Natural Resources (BGR), the International Organization for Migration (IOM), and the German Society for International Cooperation (GIZ). The program's management and operations are overseen by Tetra Tech, with office locations in Burlington, Vermont, and staffed by experts in the field of responsible minerals trade. The program also has a strong focus on cross-cutting activities, including gender, monitoring and evaluation, and environmental impact and mitigation. The CBRMT program is a critical component of the USAID's efforts to promote responsible and sustainable minerals trade practices in the Great Lakes Region. By strengthening the capacity of key actors and promoting collaboration and coordination among stakeholders, the program aims to ensure that the minerals trade is conducted in a responsible and sustainable manner. The program's deliverables include the development of a functional organizational plan, the provision of technical assistance to 50 policymakers and other key actors, and the implementation of the IMCA and RCM. The program also includes a performance milestone table, which outlines the key milestones and deliverables for the program. The program's geographic focus is on the Great Lakes Region, with a specific emphasis on the Democratic Republic of Congo (DRC) and the ICGLR. The program's timeframes are from July to December 2015, with a focus on achieving key milestones and deliverables during this period. The program's recommendations include the development of a functional organizational plan, the provision of technical assistance to 50 policymakers and other key actors, and the implementation of the IMCA and RCM. The program also recommends promoting collaboration and coordination among various stakeholders, including the BGR, IOM, and GIZ.
