Abstract
The program's ultimate objective is to improve the ability of local organizations to effectively implement USAID-funded activities through targeted technical assistance, mentoring, and training. The program's scope encompasses financial, administrative, procurement, monitoring and evaluation, and organizational management. The CBCLO Program is implemented by the International Executive Service Corps (IESC) and sub-partner Kanava International under the Volunteers for Economic Growth Alliance (VEGA), Leader with Associate (LWA) Cooperative Agreement AID-442-LA-14-00001. The program's total value is $2,332,427, including $367,746 in cost share. The program's period of performance is February 07, 2014 through February 06, 2019. During the reporting period of April 1, 2015 to September 30, 2015, the CBCLO Program conducted five organizational assessments in coordination with local partner management teams. These assessments aimed to identify areas for improvement and provide recommendations for capacity building. The program also provided direct technical assistance to local partner organizations, totaling approximately 432.5 hours. This support included assistance with financial management, personnel policies, procurement, administrative fixed asset management policies, tax compliance, financial management, M&E reporting, and USAID rules and regulations. In addition to technical assistance, the CBCLO Program developed nine training curricula to provide local organizations with comprehensive knowledge in areas such as financial management, administrative systems, procurement management, monitoring and evaluation, USAID rules and regulations, and organizational governance. These training curricula are designed to equip local organizations with the necessary skills and knowledge to implement sustainable programs. The CBCLO Program has made significant progress in achieving its project goals. The program is on target to meet its objectives, and major achievements during the reporting period include the completion of organizational assessments, provision of technical assistance, and development of training curricula. The program's success is a testament to the effectiveness of targeted technical assistance, mentoring, and training in strengthening the institutional capacity of local organizations. The CBCLO Program's geographic focus is Cambodia, with a specific emphasis on supporting local organizations in the country. The program's implementation is guided by a Capacity Development Plan (CDP) that outlines the program's objectives, strategies, and indicators. The CDP serves as a framework for the program's activities and ensures that the program is aligned with USAID/Cambodia's development objectives. The program's reporting periods are semi-annual, with reports submitted in October and April of each year.
